Participation at the Meeting and Workshops regarding the activities of the Recovery and Resilience Facility

The aim of the workshops was to facilitate cooperation, to exchange information and experiences through personal meetings and group work, to discuss specific policy areas, topics, problems/risks/challenges or audit subjects, all related to the implementation of activities of the Recovery and Resilience Facility, and to identify enablers/obstructers of its implementation, i.e. the implementation of the Member States' national recovery and resilience plans, which could later serve as inspiration/basis for potential future audits. During the meetings and workshops, there was a discussion on the definition of the success of the Recovery and Resilience Facility, key factors and potential risks that enable/obstruct the implementation of activities related to the Recovery and Resilience Facility, i.e. the implementation of the national recovery and resilience plans. In addition, potential audit outcomes and recommendations that could arise from the audit findings were discussed.
Given the expressed interest of the workshop participants, and since the State Audit Office of the Republic of Croatia recently conducted a performance audit the Use of Funds Available from the Recovery and Resilience Facility in the Republic of Croatia, which was briefly presented during the workshop in Bonn, it was agreed that representatives of the State Audit Office of the Republic of Croatia would hold an online presentation for all workshop participants in April 2025 on the conducted audit, as well as to present the new work methodology (agile approach) and present the results of the performance audit to the participants.
Representatives of the State Audit Office of the Republic of Croatia, Martina Jurjević, Assistant Auditor General for the Audit of EU Funds, Mia Garma, Head of the Department for International Relations, Kord Kordić, Senior State Auditor, and Helena Đerek, State Auditor, participated in a meeting (workshops) regarding the activities of the Recovery and Resilience Facility in Bonn, Germany, which took place on 6 and 7 of February 2025.
The meeting began with an introductory speech and presentation by Mr. Konstantin Scheller from the European Commission and a presentation by Ms. Hannah Ventz and Lea Heise from the German Federal Ministry of Finance. After the introductory speeches and presentations, hat dealt with topics related to the Recovery and Resilience Facility (RRF):
1. Management and control structures/institutional arrangements
2. Design of national recovery and resilience plans including the definition of milestones and targets
3. Implementation of projects/measures (including reforms and investments).
